Yes this is cheating. When every bank needed minimum 60% , what was the need for the IBPS to set only “Any graduate degree”. Secondly, 60% marks criterion is very unreasonable as even SBI,RBI and UPSC don’t set such high eligibility conditions.Different universities follow different marking practices.And the purpose of an entrance exam is bring all the candidates on a common plat-form.Its highly unfortunate..
